Cost of a Pasadena City Hall Ceremony


Pasadena City Hall is one of Southern California’s most beloved landmarks for weddings and elopements. Its stunning Beaux-Arts design, soaring columns, ornate details, and beautiful outdoor courtyard create endless opportunities for romantic, unposed photography.


Whether you're planning an intimate ceremony on the steps, a larger gathering in the courtyard, or combining your civil ceremony with portraits around the historic grounds, the light and architecture shine beautifully throughout the day.

The expense of hosting your ceremony at Pasadena City Hall varies based on whether you need to reserve the space:


  • Without Reservation: For small, discreet ceremonies held outside of business hours, reservations are typically unnecessary, making the venue free to use. However, this isn't guaranteed, but many couples have successfully held elopements under these conditions. Do expect a lot of other photographers using this space to capture weddings, engagement sessions, proposals, quinceanera pre-shoots and family photos.


  • With Reservation: Larger gatherings or ceremonies during business hours require a reservation. The courtyard can be reserved through the City of Pasadena, with fees ranging from approximately $750 to $5,500. This reservation ensures privacy and allows for additions like decor, seating, and music.

Steps to Getting Married at Pasadena City Hall


  1. Assess the Need for a Reservation


    • Guest Count: If your party exceeds 12 guests, securing a reservation is advisable to prevent disruptions.

    • Timing: Ceremonies during business hours (8:30 am - 5 pm) necessitate a reservation, regardless of size.

    • Public Space Considerations: Pasadena City Hall is a public venue housing several offices. Unreserved ceremonies causing distractions or obstructing public access may be halted by security.

    • UPDATED July 6, 2026 - There is no access to the second level of City Hall. Security may look the other way after 6pm but this is in no way guaranteed!



      READ THIS - Pasadena City Hall has started enforcing professional photographers usage of the property. If you pay your photographer, they are a pro, period. A business tax license is now required to shoot here. A daily license is around $80. A permit may be needed and can be enforced which costs the following:

      Daily rate of $83.82, a fire review fee of $38.83 and a still location permit fee of $99/hr with a 2 hour minimum. Dates of availability must be booked no less than 2 weeks in advance. Tax license fees are to be scheduled 30 days in advance. So with all this yes, it is hard to do it legally. Yes we can try and hope for the best. Many photo location options that you may see in our gallery may entirely be impossible going forward.


      UPDATED July 7, 2026 According to our contact at the offices of the Filming Permits, Olivia Tai - she is great and very patient - engagement photos are not something that needs to have a permit, as long as the photographer does not use them for advertising or distribution. A city license is still required to do business in the city of Pasadena on City property.



  1. Choose Your Ceremony Date


    • Weekdays: Opt for Monday through Friday to avoid weekend crowds, as the venue is popular for photography sessions. You cannot be on the property before 7:30am or after 10pm. It is also now off limits during city councel meetings which are usually on Monday's but it can change.


    • Lighting Preferences: For golden hour lighting (approximately two hours before sunset), plan accordingly. Note that surrounding buildings may cause the area to darken earlier, so starting your ceremony at least two hours before sunset is recommended.


  2. Obtain a Marriage License


    • Where: Any California County Clerk’s office.

    • Requirements: Both parties must be present with valid ID and ready to pay the fee (ranging from $61 to $91, depending on the county).

    • Timing: There's no waiting period; you can marry the same day. The license is valid for 90 days.

  • Can I have decorations? With a reservation, you're permitted to bring in decor, seating, and other personal touches.

  • Is photography allowed? Absolutely! The architecture and ambiance make it a photographer's dream.

  • Do I need a witness? Yes, you must have a witness to sign. Good news, you can use your photographer!

  • Do I need a reservation at Pasadena City Hall? It depends on your guest count and timing. We can help you navigate the options so your day flows smoothly. Policies have not changed but enforcement has as of mid May of 2026.

  • Is photography allowed? Yes — the architecture and light make it one of our favorite spots for natural, beautiful images. Policies have not changed but enforcement has as of mid May of 2026.

  • What about lighting and best times for photos? We know the venue well and can help you time your ceremony and portraits for the best natural light.

  • Can we combine our ceremony with portraits? Absolutely. Many couples love doing both at City Hall before heading to their reception. Ground level access only. Stair cases and catwalk areas are off limits now being enforced unless after 6pm and if and only if security hopefully ignores us. This is a new change for enforcement.


Lighting Tips


Due to surrounding structures, Pasadena City Hall experiences earlier shading. For optimal lighting, especially if you're aiming for that golden hour glow, schedule your ceremony to commence at least two hours before sunset. This timing ensures ample natural light for both the ceremony and subsequent portraits. Make sure your family and guest are timely.
